One of its seven hills, the Alfama, developed by the Moors, retains a medieval street plan and much of its original citadel. Down below, in the valley that separates the hills, lies one of Europe’s earliest and finest experiments in city planning. A succession of beautiful Baroque squares and tree-lined avenues leading from the former royal palace, on the banks of the Tagus, to the summit of a hill behind, crowned at its apex with a belvedere, and Lisbon’s largest park.
